At this site, they have concrete embedded rigid metal conduit that penetrates a thick concrete wall and then enters a MCC room - but the conduit does not go underground.
Would the cable within this conduit be considered in a wet location?

No. Raceways in slabs in contact with the earth would be considered wet locations not an interior wall not in contact with the earth.
