The code does not let a flexible cord pass through a window or doorway either, so applying that same judgement to a pass through hole is not unreasonable for an inspector.
And there is always the argument that the flexible cord is being used a substitute for fixed building wiring.
That one is hard to make in the case of an appliance cord, wherever it ends up connecting.
