Doesn't the EC normally provide conduit & trenching for new service?

My opinion is that installing utility conduits for power, telephone and cable fall under the responsibility of the EC, but the requirements should be clearly spelled out in the bid documents, or excluded from the scope of work of the subcontract and installed under a Change Order
