Pierre ,maybe i wasn't clear.I am 100% for getting that transformer out of the panel.And if this is a new home or panel upgrade it needs corrected.But if this is a HI job and the house is 40 years old and at the time was common and excepted to put this non hub transformer in the panel , i then think his duty ends at informing the customer that this is a questionable practice.At that point he has done his job

40 years ago is yesterday to me. Installing the transformer in the panel has never been a common method. I have never seen it done.

I have installed them on the top or bottom, outside of the panel. When the wall is sheetrocked, I used a two gang mud ring for access.

This makes a good setup with a blank cover marked "Doorbell Transformer".

I don't see any real hazard in placing the transformer inside the panel. I just don't think it is in compliance with the code. This is almost too trivial to even address.

Bennie,i too was taught that it never goes in the panel.Why some did this is beyond me.
Look at the requirements of the states on licensing and maybe it will help to understand some violations.Im not slamming any state but some are far to easy.

for what it's worth, somebody makes a neat orange plastic box ( Home Depot carries ) that mounts with a little bit of a spacer,,, so it could mount to the panel and let you hang the txf on the outside of the panel and gain access through the sheet rock via a blank cover. The spacer makes sure that the blank cover misses the panel cover. It could also mount to the side of a receptical box if you did not want to mount to panel.
