Doorbell wire through rated wall

We supply, inter alia, doorbell pushbuttons to hotel projects, to be installed in the rated walls separating the corridor from the guestroom.
AHJs keep insisting on electrical boxes behind the pushbuttons, which makes for monstrous cover plates for little pushbuttons. Our equipment runs on 5 or 7.5V.

Is there an answer to contradict the electrical box requirement?

Would fire caulk not be an acceptable fire proofing method for the membrane penetration?

Any other ideas to accomodate a small opening/penetration.

How about the little boxes used for door switches. I don't know if they're sold seperate from the switches, but it's worth looking into.

We let them use smurf tube with fire caulking, but it's not exactly the correct way of doing it as the anular space is to great and there is nothing in the listing information for the fire stopping material showing doorbell wire.

Also to do it correctly the smurf tube needs to be cut off flush with the exterior wall finish.
