does a dormitory room with no provisions for cooking require arc-fault circuit breakers or tamper proof receptacles?

IMO, no it is not required since there are no cooking provisions. Would I install them-- probably if someone will pay for them. :smile:
 
I agree with Dennis, If there are no permanent provisions for cooking then the dorm room is not a dwelling unit and the arc-fault and tamper resistant receptacle requirements don't apply.

Does a microwave oven count as cooking provisions? How many occupied dorm rooms do not have a microwave? I'm only talking real life here and not what is supposed to be in those rooms. Most places state you can't have them but choose not to enforce it.

I wouldn't call a portable counter mounted microwave a permanent provision for cooking.
