Double Lug Connections

I attached a photo of the main lug coming into a panel, which has the info stamped on the lug (2-250). I was wondering if this kind can have service wires coming into it, and have subpanel wire leads going out on the same lug? I thought that the info on the lug indicates that it can be done. Please give opinions because the home owner does not want to replace the panel.

That lug is rated for one conductor. 2 AWG being the smallest it is rated for and 250 the largest.

If it were rated for two conductors it would likely be marked something like this: (2) 2-250.

It is rated for a copper conductor even if they printed CU-AL upside down.
It appears to be a lay-in lug which appears to be in fine shape.
