I like what Tony is trying to do here. He is educated himself on what could be issues that should really be checked and repqired by licensed professionals. I still hold that only a limited number of manufacturers make breakers that allow two conductors to be terminated. As a home inspecter, Tony most likely is not inspecting brand new homes that have been wired to current code compliance. Usually these home inspectors are in older homes that have a number of upgrades and changes and addons and so forth. The breakers have been double tapped because there is no more room in the panel, the breakers are not listed for this and should certainly be apart of his evaluation. Good job Tony!

Concerning two wires on a circuit breaker, or a neutral bar - I'm with Charlie Tuna on this.

It's a matter of workmanship. Some electricians will do it safely and some can't, and the Rule is there because of the ones that can't.
