double tapping

Greetings!

I'm a new user and in need of help! I bought my house 23 years ago and now trying to sell it. the inspector cited "there is evidence of double tap wiring (two circuits on one breaker)". so, I openned the MB cover and noticed the same. however, the breaker is two 20 breaker made by UND Lab , Inc. and on the breaker it clearly states "2 POLE Unit". is there a violation? I believe, the inspector must have not been able to read the lable. I just happend to have a spare one in the garage. I can post a picture, but don't know how to do that here?
