I agree 100%, and so does the state of Wisconsin.
They have an exception in their state code that does not require de-rating in single family dwellings.

Boring holes in converntional lumber is perfectly fine with limitations. Leave 2" from board edge and do not exceed 1/3 depth of the joist on the bore hole.

NEVER bore LVL, GLuelam or top/bottom chords on open web trusses without engineer/designer approval. Boring on TJI trusses is quite generous but minimum distances from TJI ends apply. Check with the TJI rep for easy to read handouts on acceptable boring & notching locations.

As for electrical requirements and getting red tags on notching and max # of wires permitted I'll leave that to the electircal inspectors. I would bet this was turned down by Framing or combo inspector more for overnotching or not maintaining required edge distance.
