Drop-in fixture support

During a renovation I was told by the inspector that the 2x4 fluorescent fixtures installed in the drop ceiling had to be independently supported with tie wire or chain to the building joists above. I have not been able to find this in the code anywhere. Has anyone heard of this or am i just an idiot:-?

It is not an NEC issue, 410.16 is all that needs to be done for NEC compliance.

This would be a building code, it may have to do with the particular building design or seismic zoning.

This requirement comes from the building code and is tied into seismic requirements for your area.
