Dry Type Transformers

The manufactures installation instructions would give you the requirements for what type of surface the transformer must be installed on.

Take a look at (2005) 450.21.A and 450.22. Neither requires a concrete pad, but could be where some get the idea a pad should be used.

Never been required to do this unless it is spec;d,
Who is stating it needs to be on a pad?
