dryer circuit

we got a new dryer plugged it in and it doesn't work. I have 240 volts between the two phases and 120 volts each phase to ground. the dryer has the same voltage on the at the terminals. I ran a temporary line to the dryer from main panel outside 240 volts each phase and the dryer works. can you tell me what is going on with the existing circuit that will not run the dryer?

Did you measure voltage with a load connected? What type of meter?

Something in the description is not right.

First is 240 "between phases" and 120 "each phase"

Next is 240 "each phase"

??
