I would throw out a guess that either the DSL filter or the phone are getting some type of water damage.
If replacing/testing both does not fix the problem, I would suggest having them get a cordless phone, and just taking the handset into the bathroom when they aren't bathing or showering. Or getting equipment that is designed to be used in such an environment.
