Duplex service question

Good afternoon fella's. I am going to be wiring a few duplexes in another city in a few weeks and across the street from my house in Florida, they built a new duplex. The electrician installed two separate 200a meter main combos. They are overhead service so two risers with weatherheads connect to one service drop. It was interesting to see considering I've always used a double meter can base with bigger riser and service wire with two separate disconnects. I am thinking about using that service setup for my next duplex. The new services are underground tho so can I use two down risers, one pipe coming out of each combo and the City or POCO would run them both to the transformer? And we run SER through the attic and firewall all of the time where I am from and sleeve it and firestop it. Is that allowed everywhere or is there someone I have to check with other than you guys to see if it is allowable in other cities? Now that I went off on my own I am coming across all sorts of different issues that I never used to worry about as an employee and it's like I almost don't wanna do anything unless I ask an inspector first because I don't want to get a red tag. Every city is different and certainly, every inspector is different. I almost wish they would give me a blueprint of how they would like it done. Thank you for the responses in advance.
