Duty for telephone companies

Hi. I'm trying to find in the NEC when a duty arises for a telephone company to update a telephone wire if the code changes it's gauge requirements. More specifically, is the telephone company under an obligation when there is a new owner of the residence or a new telephone service is subscribed to? Any referrals to provisions relating to these issues are greatly appreciated.

The telephone company is not required to follow the NEC. Even if they were, the wiring in a house is usually the homeowners responsibility. The telephone company's responsibility usually ends at the box on the outside of the house.
