That's a good question and one that will cause much debate. In general I would say no but it is obvious that it can be on for 3 hours or more.

The NEC is specific about loads that must be considered continuous, like heat and water heating. Nothing has ever been said that makes us think this applies to residential lighting.
Unlike the loads I mentioned above, which are single loads, lighting is mostly multiple small loads. Simple diversity makes it extremely unlikely that every light will be on at once.
