I would like to ask what electrical standards specifies earth leakage detection value for earth leakage relay setting. Thanks.

It depends on the application. For a hospital isolation system, Its in NFPA 99. I believe the spec is in milliamps. Is this for an ungrounded system? You might try the IEEE Buff Book.

Standard RCCBs (residual current circuit breaker) are usually available with either a 30mA or 100mA fixed trip.

The application is for heaters. You had mentioned 30mA and 100mA, how about the time setting/duration?

These are for standard off the shelf single phase units and they come with a fixed setting and no adjustable time delay.

As it happens, I'm currently working on a quotation for a heater panel, quite a big one, it's 3-phase, rated at 930kW total, and made up of four sections. Each of the four will have adjustable earth fault protection and the customer specification calls for a range of 100mA to 3A and a time delay of zero to ten seconds.

I'm proposing units we've used before for the same customer. It comprises a three phase system and a core balance current transformer and a current sensor.

Main specifications:

Earth fault ranges: 5-100mA, 50mA-1A, 0.5-10A
Hysteresis: Fixed at 5% of set value (other values on request)
Tripping delay: Adjustable 0.1-10secs
In accordance with: EN61000-6-1: 2007 EN61000-6-3: 2007 EN61010-1: 2002
Conforms to: IEC44-1, IEC185, BS7676

That is actually what I am looking for. Can you please post here an excerpt on one of those standards that you mentions the time delay of the earth leakage detection is adjustable but the amplitude is fix? Thanks

I don't have copies of all the standards.
But the specification from our supplier that complies with these standards indicates that neither amplitude nor time delay is a fixed requirement.
 
Time delay in earth leakage relays is for coordinating with other leakage relays upstream and so is relevant in such applications only.
