Then is it possible to arrange for sensitive EM ground fault protection for snapped overhead line conductor on high resistivity ground ? If so, how?
It is possible to use EM relays for sensitive ground fault protection. Depends on your sensitivity requirements as to what applications are reasonable.

If I remember, zero sequence CTs are used for more sensitivity and for things like uni-grounded systems it encompassed the source end neutral as well so you could detect very small ground currents.

Yep, that's true. I've done that. It works fine and it' not complicated.
