in a book i have read it says the earthing electrode must be close to the meter in domestic wiring. so why is it so in ur opinion?

What book are you referring to? There is no NEC requirement for the grounding electrode to be near the metering equipment.

What book did this come from? If say a metallic water pipe is the GE on a particular dwelling and it enters the dwelling on the far side from where the meter is located you would have no choice but use it even though it is not in close proximity to the electric meter.
