Effective ground fault current path

Quick question. Are both bonding and grounding part of the low impedance current path to the source or just the bonding? My understanding is that bonding of metal parts both create the low impedance path in the event of a ground fault and prevent side flashes from lighting strikes, grounding provides a path to earth for lighting strikes and equipment grounding provides a low impedance path to the source in the event of an overcurrent and prevent possibility of side flashes due to lightning strikes (generator ground rod)
