EGC connection at service disconnect

On a service upgrade, I ran the GEC from the rod to the new panel and landed it on the ground bus. The ground buss is naturally bonded to the neutralas this is the service disconnect.

Inspector says that this is a violation adn that I must move the gec to the neutral buss :confused:

I pointed out the #6 main bonding jumper from the nuetral buss to the ground buss to which she replies, ""The egc must land at the neutral bus. The fact that it is bonded to the ground buss is irrelevant."

OK electrically the two points are the same. Is she correct that the NEC requires the gec to land on the neutral buss even though it's bonded?

250.24(A)(1) &.24(D) permit the grounding electrode conductor to be terminated to the "Neutral bus", or the "grounding bus" ahead of the 1st point of disconnect for the service, as long as there is a continuous MBJ between the neutral bus and the EG bus.

Most manufacturers today provide the Main
Bonding Jumper with the panel/enclosure, in the form of a screw/strap/metal bus between the two buses.

Show her 250.24(A)(4), 2005 NEC. This says that the GEC shall be permitted to be connected to the equipment grounding terminal as long as the main bonding jumper is a wire or busbar. I don't see a problem with your installation.
