EGC needed or not ??

Background: In place of old service that serviced old grocery store, replaced with new service serving three different stores that were divided from old food store. One 400 amp, 2-200 amp services.

O.k. Here's the question on one of the 200 amp service, came out of trough to 200 amp meter to 200 amp fusible disconnect. Out of disconnect with EMT to Panel at new store. IS equipment ground conductor required? I was told the EGC was needed, but I think not, I assume the EMT is acceptable. Your thoughts?

I pulled the EGC. Yes, cheap insurance but remember the business end. A dollar saved is a dollar earned. If within code why spend? Insurance? Monthly, regardless!! I sleep better with it
