Good morning,

Are egress lighting fixtures required in non-dwelling restrooms and if so what is the code reference?

Yes planning your emergency lighting installation, you'll want to be aware of that Internal rooms, bathrooms, and storage areas larger than a broom closet have no windows and therefore require emergency lighting. Emergency light fixtures must be spaced correctly to prevent excessively bright and dark spots.Reference code is (NFPA101).

Internal rooms, bathrooms and storage areas larger than a broom closet do not require emergency lighting just because they have no windows.
The reference is the adopted building code, which was posted and generally does not require emergency lighting in storage rooms and general internal rooms unless they fit in the criteria defined in the adopted building code. If it happens to be the IBC, it would be Section 1008.3 and the 2021 is linked below

NFPA101 is a big book. What specific section are you referencing? I've done tons of interior windowless spaces without any EM lighting.
