electric baseboard heaters

I have a building official who is calling into question partitions intersecting electric baseboard heaters. He is claiming that where the intersection occurs the baseboard heater (at least the element) must be broken so that there is no element at that location.



I have spoken with electricians & other building officials and no one seems to have heard of this before.



Do you know of any NEC or other regulation that would require this change?

Well of course you can't bury a baseboard heater behind an intersecting partition. Check manufacturer's instructions regarding clearance for air flow and clearance to combustibles.

Am I the only one saying "duh!" at this moment?
 
I would really really like to see where in the manufacturer's literature it says that your heaters are ok to run through walls
