When all three heaters are on, the load will be balanced and you will have 12.5A/phase.

When only some of the heaters are on, the load will no longer be balanced, but you will still have less than 12.5A per phase.

Say the heater connected between A and B is on, and the B:C heater is on, but the A:C heater is off. You will have 12.5A on the B leg, and 7.2A on the A and C legs.
