Electric Car Charger

Electrical car charger question. I have a car charger that draws 40 Amps. Have 2 12/3 wires with ground Romex coming into the circuit breaker box. Can I parallel those wires, take out the 20 amp breaker and install them on a 40 amp breaker?

Short answer, nope!

You're not allowed to parallel conductors smaller than 1/0.

An EVSE (what you call “car charger”) is required to have a branch circuit rated at 125% anyway - a 40A unit needs a 50A breaker and corresponding wire.
