Electric Feed Under A Raised Diesel Tanks

We are looking at a project that has a diesel tank inside a building with a concrete wall (dike) built around the base for spillage. The tank is raised up about three feet above this dike inside the building.
We are bringing in an outside feed to a panel located in this same building and the only place to come in is at the tank location.
Our plans are to come in the building above the concrete dike but below the diesel tank and run the conduit through this area. We can not find it in the code if this would be acceptable since it pertains to fuel. It does not look like there is a classification for diesel fuel.

NEC 505.5 (B)(2) describes your location. However there are other issues about placement of the disconnect from the meter location, most power companies have limitations about how far the panel can be from the meter.
