Electric Heat thermostat rating

I have a 240V thermostat. The listing on this device 16AFLA & 25A Non Inductive Heating Load. Since this is a heater which listing applies?

Both. 16a covers motor loads; opening with inductive loads are tough on contacts. 25a covers resistive loads, which are easier on contacts.

Relays and contactors also come with both inductive and non-inductive load ratings, such as 40a resistive and 30a inductive for a given unit.
