Electric Heaters under a desk.

My feet are cold, or at least I feel they are, down in this deep dark dank basement, where I have accomplished almost nothing. Other than a nap.
Down to -7 this morning and I was not going out!!
"With age, comes wisdom." Mostly because if you don't smarten up as you get older, you may not get much older.
 
yes, it is. if the company cannot get the HVAC system right, they should fix it rather than expect the employees to just deal with it.

Then there’s the fact that you can sit two different people at the same desk. One will be too warm, the other cold. The HVAC system can’t fix that.

True, but if there is a 5 or 10 degree difference from one side of the room to the other, that is not a matter of personal preference.

Had to deal with someone like that once. Heavy smoker, always wearing trendy designer clothes and hose & heels. Always cold. And high enough up in the organization, with enough clout that we couldn't ignore her.

We eventually installed her own personal thermostat connected to a very-large contactor -- maybe 20 Hp -- in the suspended ceiling over her desk.

Problem solved. No more complaints.

Comfort is both physical and psychological.
 
The problem is usually the dead zone created under a desk. Heat blowing down from the ceiling is not likely to warm up your feet under a desk in a cubicle.
Exactly the problem !!!!!! To further complicate the problem is the amount of fresh air being brought in to satisfy covid codes. So cold air comes blasting in when the HVAC gas burner turns off. Not sure of the proper solution, but electric heaters are all too common.
