Electric Panel Cover

I have taken the guts out of an old fuse panel and installed breakers into the old housing. Now I am having a problem with the panel cover sitting correctly. It's raise off the plaster wall 3/4 of an inch and sits 2 inches to the left of the old hole. I used fire rated plywood at first but it didn't meet code then I tried metal studs but couldn't find the right sizes. NEED SUGGESTIONS HELP!!!!

An electrician would have known what to do.
