electric shock

hi im Garrett new to the forum i received this info from the state of Michigan electrical inspectors division. i have many questions but, ill start with one. i was stuck to a dish network receiver and received an electric shock that i could not let go. i was standing so the fortunate thing for me was i fell unconcious and unplugged the receiver. the insurance adjuster sent out an electrical engineer that stated an electrical storm caused the outlet to short circuit, resulting in a "hot" receptacle. i found that this is caused by reverse polarity, or a ground jumper off the hot to the ground on a two wire system going into a three wire plug
