Electric Vehicle meter

I'm in San Jose CA. I have a customer that has an existing overhead 200 Amp panel w breakers. He wants to add a second meter for an EV. Can I leave his existing service alone and install a second riser, meter, breaker next to main panel and have PGE splice wires together at weather heads?

How about a pull box located above panel and have new riser come into that first? Does anyone have a product number on pull boxes they have used in this situation?

Ideas and recommendations?

If the 2nd meter is for PG&E metering purposes then you have to contact PG&E and get them involved.

If it is for customer information only then you can meter the circuit that is for the EV charger.
