That section answers the question as to which section does either permits or prohibits the installation, doesn't it?

You can run conduit on the ground and tie it to stakes every 10 feet if you wish. We did a temp service a few years back. It was a 400' run of 2-1/2" PVC laid down next to the temp construction fence. We securely fastened it to the fence posts every 10' and ran it underneath the driveways, at proper burial depths of course. The inspector had no issues with the installation, because it was not exposed to physical damage anywhere along the run.

FWIW, the fence posts were embedded in the dirt, and not on concrete blocks.
