IMO, yes, if fire blocked, and fire blocking of conduits is much more of a building code issue.

Firestopped is the more correct term, my mind is on woodworking recently.
Look at products from STI, Hilti, or 3M. It will be a system listed for the wall and raceway type, with a label that goes by the penetration for the building official.
check with your wholesale house for what they have access to.
