Electrical connection for Diesel Fuel Pump

Outdoors I have a 500- gallon diesel tank with a "Fill Right type electric pump mounted on the tank. The electrical cord on the pump is a flex cord plugged into an outdoor outlet.

Is this setup proper and to code considering the use of a flex cord?

Should the electrical be in seal tight?
