Electrical contact with metal clarification

NEC 2017 250.110(3) says when exposed, normally non-current-carrying metal parts of fixed equipment......... is in electrical contact with metal it needs to be connected to an EGC.

What exactly do they mean by electrical contact with metal? Any examples?
 
Here's an example: a terminal block mounted on the cassis of an electric dryer. Chassis needs to be bonded, in this case, to neutral (but to the dedicated EGC now days).
