Do you have a make/model of the charger installed? 45 amps is an odd size for a charge rate or circuit.

Standard charger ratings are:
24 amps connected to a 30 amp breaker
32 amps connected to a 40 amp breaker
40 amps connected to a 50 amp breaker
48 amps connected to a 60 amp breaker

Wire and breaker must be sized at 125% of the charger setting.

its a little frustrating keeping up with these guys ,every city has there own rules. is this a pacific NW thing or is it like this all over the country
That means that you need to keep up with what the code amendments are in the jurisdiction you're working in. I agree that is frustrating. Here in NJ we have a state wide electrical code so no home rule garbage amendments.

Have your reviewed the SEC?

Edit: Never mind. You posted the code at the same time as I asked the question.

The Seattle Elec Code removed the language for the disc means to be just for large EVSEs (more than 60A or more than 150V to Ground).
It appears to be required for all EVSEs in the SEC
yea i caught that ,looks like i will be forced to comply

Except Seattle messed up the wording of their amendment. Code sections that require disconnecting means typically say they "shall be provided". That's the language they deleted from 625.43. Seattle's amended version:

Seattle Electrical Code 625.43 said:
EVSE and WPTE disconnecting means shall be labeled as "EV Charger Disconnect" and installed in a readily accessible location in sight and within 25 feet of the EVSE or WPTE equipment.

Which as written just provides requirements for a disconnecting means if you choose to install one, and does not actually say you have to install one.

Of course, I'm sure Seattle intended that it require installing one and is enforcing it as such.

Cheers, Wayne
