We have to install an Eletrical Enclosure/Control Panel on a wall in a facility and would like to know how far it has to be spaced from the exsisting drinking fountain. Also would the enclosure have to be rated for wet locations?

It can be immediately adjacent, and it does not need to be rated for wet locations. You only have to maintain the minimum working clearances of 110.26.
