Not what you want to hear by here goes. I would suggest that you attend one of the great 8 yearly IAEI meetings every year and talk to the person in charge of the Philly Electrical unit L & I ( hopefully he stills attends every meeting ), A few of the many contractors and even some of the dozen or more inspectors that attend these meetings . They had a dedicated to.our trade Lawyer give a talk at one of these meetings maybe ten years ago. Maybe somebody at one of these meetings can remember his name. I had a Philly electrical license starting around 1975 to a few years ago and never pulled permits for contractors or friend's. With life time liability I did not want to take a chance on things going wrong. If you go thru with thus please have detailed signed agreements to cover yourself and take dated pictures of all work & permits. Willing to bet that dealing with PECO/Exelon & goings on at Philly Municipal Services building is more challenging then any places in New Jersey. Side note does NJ require proof of vehicle insurance or take an once only OSHA 8 class ( 24 if an owner or boss ) to get or renew an electrical license like jump thru many hoops Philly L & I demands that you do ?
