Perhaps the thought is that it could be closed while someone is working there. If that is the only concern, some sort of locking mechanism could probably be built into to hold it open.
Use some ingenuity for this, since a simple hasp would be a trip hazard when the stair is retracted.

Like a metal plate with a slot in it on the floor and a hook on the stair unit that locks into the slot in the floor.

Or a lid that lays over whatever is on the floor when not in use, sort of like many floor boxes have.
