Have a question....
"when installing a GFI outlet outside, what is the NEC's rule in regards to the minn distance it can be placed to a Gas Main on a residential residence?"

210.52(E). It says it has to be 6 1/2 feet or less above grade and "accessible".

Accessible is in Article 100 and isn't very demanding.

Admitting close approach; not guarded by locked doors, elevation, or other effective means.

Under normal circumstances, the user would not plug in or unplug a cord when they smell gas.
The same goes for installing a meter at a location near a gas main, it can be ok. A meter/disconnect combo pack is something different, the breaker could trip while the gas is leaking out of the regulator.

The NEC doesn't address this issue. Your local gas utility will have their own restrictions about electrical equipment located in the vinicity of theirs. It usually will read something like: A point of ignition must be __ feet from gas meter. Someone must interpret what exactly is a point of ignition, kind of what has been referred to in earlier posts here, a receptacle, an overcurredt device, or even a electrical meter.
