I like the child protection plate idea. Then remove it when needed to use the outlet. Or paint the in-use cover but that might stick out more than they want. Couple of good options here.
It isn't shown clearly here but the receptacles here closes automatically when the plug is removed. That avoids little fingers poking their hands in there.

IME, it's highly unlikely that the receptacles will be used, anyway; people do art walls to be seen, not to be blocked by furniture.
Heck, cover with masking tape and don't remove the tape when painted!

Just keep painting over them. When they get ready to use them . Use a hammer and bust it loose enough to get behind it. Clip the wires and install a new one.
