Electrical panel and Bathrooms

I have a question. I’ve recently discovered that my mother in laws bathroom is where her electrical panel is. It’s an addition. She had a pretty bad leak and couldn’t get ahold of a plumber. So I go over to see if I can do anything. She has 2 leaks. One was in the wall I removed the wall and capped the pipes. The other was behind the toilet spraying up the wall towards a picture hanging there. I remove the picture and there is her electrical panel. I am horrified by this. I do not believe that this should be in a bathroom. She is wanting to sell this house, but I feel that this is going to be a huge issue. Everyone is blowing me off. This leak has been going on for awhile and it’s going to be a total gut job. I feel like this is the time to turn it into a laundry room instead of a bathroom. Am I overreacting?
