Electrical Panel by Sump

I am a retired electrcian and have a question. My son is building a new house. The electrican wants to put the breaker panels in basement by the sump pump pits. Years ago, 20 or more I was flagged for this because the inspector said there was not enough clearance to the side. This electrician wants to install the two panels on the basement wall. On the left side will be the other basement wall and on the right side about two feet will be the sump pits. there is plenty of clearance in front but I am wondering if there is any concern for side clearance. I threw all my code books away so I cant check for anything so I was wondering if I could get some help here.

30 inches wide AND 36" in front of the panels. If the 2 panels are side by side then the clearance is probably met for the 30" dimension
 
Do you have a code number to go with that. I thought that 30" as right but wants to be sure because there is only 4' from the outside wall on the left and the sump pit on the right. So in this case the panels could not go in that location?
