In my opinion

Dwelling units - No limit

Non-dwelling units - Limited by the 180VA per receptacle requirement.

I dont see anything limiting you to a certain number in the NEC. However common sense is probably called for here. I was taught that around 500sq ft
as a rule of thumb per lighting/rec circuit.
 
How do you interpret 220.14(I)?

Dwelling units do not have a limit, 220.14(J)

I interpert 220.14 (I) to mean except (j) and (k) which (j) is a dwelling unit and that basically means 3va sq ft for lighting and recep loads for load calc. Maybe the way I worded my responce wasnt clear. There is nothing saying you can only have so many on a circuit.

Is that what you meant by how do I interpert 220.14(I)?
 
I have seen some local codes that limit the number of devices on a ckt. in residential construction. Eight devices is the limit I have noticed the most.
