Is a 120V 3phase panel 3 120V cables and a neutral to the panel? The phase difference would be 120deg between the 3 cables so would phase A be more than phase B by cos120? How would a line to line 208V be wired to the panel?

You would have 120V L-N, and 208V L-L

208V would be L-L

A 3P breaker would be 208V L-L with VA being V x A x 1.732
