Practically speaking, we count the paths between the poles, not the poles themselves.

If you have 2 poles, you have one potential, single-phase.
If you have 3 poles, you have three potential paths, three phase.

What is a pole?

Corner grounded delta is three phase, you might only have two pole overcurrent devices used.

120/240 single phase three wire - you probably have two pole overcurrent device, but are using three wires.

208/120 single phase three wire (or any other two lines plus neutral of a wye system) even has the ability to separately derive three phase open delta.

The answer is: "You." It's called "You (Understood.)"

Same thing. You'd have three phases, one of which is understood.

This is a rabbithole, which is why I used the word "practically" in the context of the discussion.
