Definitly depends on the state. New York if it's a non union outfit you can just walk in the door, only hold up would be an OSHA 10 card if it's funded by public money, and if it's public money it would probably require they pay you prevails wage which is gonna be full rate for an unregistered apprentice. Union would take care of all the above. A lot of guys go to the railroad or some other large institution if the union isn't a option for whatever reason.
