Does 70E specify or determine what PPE (such as linesman gloves, etc) should be worn for testing, troubleshooting or diagnostic work above 50V?

Yes. 70E specificies both shock protection PPE (Which is voltage dependant) and arc flash PPE (Which is not based on voltage but available fault current and clearing times) requirements.
